I believe it's very possible that it was deliberate. I've heard stories about brilliant and egotistical microbiologists going rogue. For example, I can see how they could be manipulated by dark Machiavellian politicians who needed some way to reduce the elderly population, since they had already used their payroll taxes for other purposes and couldn't fulfill the obligation for old age pensions.
